La realidad viviente de cada época perfecciona el espíritu de las instituciones de cada país o descubre nuevos aspectos no contemplados antes, sin que pueda oponérsele el concepto medio de una época en que la sociedad actuaba de distinta manera o no enfrentaba peligros de efectos catastróficos: regla de hermenéutica a la que no escapa la Constitución Argentina y que no implica destruir las bases del orden interno preestablecido sino defender la Constitución en el plano superior de su perdurabilidad y la del Estado para cuyo gobierno pacífico ha sido instituida.

The current circumstances of each period in history mold the essence of the institutions of a country or reveal new elements previously overlooked. It is not possible to challenge that process based on the ideas held by the society at earlier times when its acts were different or when it was not facing perils of ruinous consequences. That is an interpretation rule that the Constitution of Argentina is not exempt from, and the enforcement of which does not imply the destruction of the pillars upon which the pre-established domestic order rests, but vindicates the Constitution in a higher hierarchy, which is its durability and that of the State, for whose peaceful government it was created.
